64 year old African American assaulted by MPD police

The Minneapolis Police Department is back in the news cycle once again after one of their officers was caught on video grabbing and throwing a 64-year-old black man like a ragdoll in a grocery store for unknown reasons.

This was all displayed in a five-minute video clip by an Instagram user named Farrah Left. The officer, who has been identified as Christopher Lange, was being overly aggressive with Troy Lee Billups inside the Aldi store.

While the officer was grabbing and throwing Billups to the ground. You can hear multiple witnesses tell the officer “You’re supposed to de-escalate. You’re escalating the situation.”

Christopher Lange proceeded to arrest Troy Lee Billups without telling him a reason why he was being arrested. It appears Billups was defending a young black man in the grocery store from the officer. Lange let him go in the store.

After Troy Lee Billups left the store, Lange handcuffed Billups beside three marked squad cars.

“All I did was tell him, ‘Don’t touch the kid,’” a calm Billups said to a nearby officer as Lange emptied Billups’ groceries on the hood of a squad car.

Billups was charged with obstructing legal process with force, and later released without bail. Minneapolis police said the matter is being evaluated by the Office of Police Conduct Review

Christopher Lange and he has been investigated for misconduct five times since 2019 without any disciplinary action from MPD.
