Depends on who you are as an artist. There are rappers out there that will never attempt the commercial route. While there are others that do nothin but chase that sound.
But at the end of the day, it's still a culture because you have underground rappers like a Boldy James, Starlito, Don Trip and I can keep going......that make a good living by staying true to what they see as being "culture"

They're trying to make money. It's business. All that culture talk is meaningless when you have executives plotting schemes with so called champions of said competitive culture to deceive the public just so they can further their agendas and make money. There is no culture. Only money.
Hip hop will always be a culture. Just because there's a business side to it, doesn't take away from it still being a culture. And seems like you're speaking from a purely being signed to a major point of view, but not every rapper is signed to a major.
You have rappers like a listed in an earlier post, rappers like Boldy James, Starlito, Don Trip, Nipsey before he passed, and plenty of others that are not consumed with signing to a label in order sell a ton of records if it's going to compromise their mental process of how they approach makin music......which in turn, means that they take the culture serious and are not willing to sacrifice that in order to sell a few extra records. So yes, a culture still does exist in the hip hop space rather you want to acknowledge it or not
