I don't see how it's possible to compare when Pun only had one proper album when he was alive, and one sub-par release that in my view probably wasnt finnished when it was released (of course that excludes Endangered Species and the first TS album). He was one of the best rappers ive heard, with lyrics, flow, just about everything really - but he just doesn;t have a big enough catalogue to properly compare to Pac.

The only valid conclusion in my view is that Pun was a better rapper on the technical side, otherwise I don't think it's possible to draw comparisons. Both were top 10...
