Binding of Isaac for example has a functionally infinite number of item combinations, many of which are specifically designed to work in conjunction.
I know Returnal is designed as being more arcade like but I think more defined builds would have elevated the game.

Depends on when you played it. Technically it is easier than it was within the first months of release. Outside of the Tower of Sisyphus balance changes and stability changes, there hasn't been any(will not be anymore either). i don't know when the last time you played it lol.
