You want the simple answer or the complicated one?

The simple is the reason of men. The complicated is a theological one. Both intertwine. Which honestly, makes it all the more complicated.

Let's just say people are more easier to take advantage of when there's chaos and confusion. Also, the devil is an agent of chaos and confusion as well; the personification of evil.

It would be kind of difficult to explain the reasoning without bringing up theological explanations. Heck, some of these people are legitimate Satanists. Others, let their sins get the best of them (lust for power/control, greed, gluttony, etc.) All that leads to death. As they say, the road to hell is paved with "good" intentions.

Those with vast sums of wealth and power think that's what makes them know better than us. They are controlled by their ego. They say ego is also the personification of Satan, for it was that which made Satan think he could do a better job than God himself. Anyway, excuse the theologian rhetoric. There's many correlations between that, the world, and the human experience.

To keep it grounded, all you need to do is pick up a history book. History sure does repeat itself. Both history books and Biblical stories will tell you what's to come.
