how are they going to deal with san francisco born and raised who moved to a different state? they need to figure out the intricacies regarding the payments.....

they should tie it to if you graduated from a San Francisco Highschool between certain dates then you are eligible...that is a better way to keep track and verify eligibility.

San Francisco has a Black population of about 44,930, according to the 2020 U.S. census. If all those residents were eligible, the lump-sum price tag alone would be about $225 billion. San Francisco’s 2022-2023 budget was $14 billion.

$5 million each doesn't make sense...i'd rather implement laws of discrimination against black americans along with eliminating red lining while guaranteeing each black resident(regardless of whether they live in the same household) 100k each tax free & tax free housing as well as guaranteed land in their name & clean up each of their credit reports.
