He doesn't want to (or expect to) be in a position where he's making picks in the top 5--which is where the Bengals were in back-to-back seasons--because in order to have picks that high, your teams (generally) have to be terrible. He's just saying that he wants (expects) his teams to be good enough going forward that they won't be picking high in the draft for a while.

They got Josh Allen at #7 and Ed Oliver at #9 the next season (2019) and they haven't picked earlier than #23 since.

This is exactly why the Bengals eagles are good right now once you pay your qb you gotta make tough decisions going forward unless your qb goes the brady route
