Yup. Ps + essential is the same as having ps + now. Literally no different.

Factions is all but officially confirmed to be launching this year. My guess is they knew they had a dope live service game on their hands and opted to making it a standalone so they could still sell the full game. But making the MP free to play and available on pc right away is a smart move for a big launch. Plus it will most likely be cross gen for the 120M ps4 gamers.
