according to the police report...the apartment wasn't in his name. he was living there under some agreement with the actual renter.

the police had a hard time identifying the actual apartment number because the girl that called didn't know the number and no apartment address was listed under the name kevin samuels.

the actual renter of the apartment would have to let the family in. i don't know if they've had any contact with the family or not.
