Not a good comparison, imo. A movie that would allow all the focus to be on the the growth of 1 person and their battle VS an entire group and rogue gallery.

But, if you want some 90's villains:
Mr.Sinister
Juggernaut
Brotherhood of Evil Mutants
Hellfire Club
Marauders
Deadpool (even though he was Xforce/New Mutants)
Omega Red
Stryfe (Xforce primarily)
Mastermind
Mojo
Acolytes
Four Horsemen of Apocalypse

Hell you could come up with a reason for them to f*ght Xforce, Xfactor or Excalibur. Don't even do it in the 90's and make it Avengers VS Xmen.

If you're going to make a compelling Marvel mutant story that takes place in the 90's the best bet would be to focus on Wolverine and throw in Omega Red, since him vs Sabertooth has been done a few times. That way it could be mature and the audience doesn't have to be invested in too many characters at once.

Well magneto isn’t a villain

I love the violence from Sabertooth a lot!! He’s stronger and more deadly than wolverine but the movies won’t show that. Dude is straight vicious!!!!

But id have to go with Sinister
