Again.. why cant people work? Not being able to work and not being able to find a certain job are 2 different things.

Ok.... I guess you're gonna make me break it down even further.
If I have a ski1l level say, supervisory/executive level making X amount of dollars based upon X number of years within the field; and you lose said employment, your standard of living still must be met.
Therefore, a person may be economically precluded from taking lower paying jobs which may be more available because they will not cover their expenses. But unemployment can because it's based on prior earnings potential.
With all that said, it's not the fact that people can't work... it's the fact that they will be underemployed in positions that do not fit their experience or ability and thus will not be a good fit. Get it?
