Well, they have to. The cartels have used military ambush tactics in the past to where all police personnel were k*lled. Then, they go in and take their weapons and ammo.
It's kind of hard to have all vehicles be armored so those vehicles are used with their version of SWAT.

Cops are armed and dressed like military in most latin countries.

I bet the cops doing this documentary are paid off. I'm convinced every cop down there is paid off, or at least looks the other way for certain things. How would you NOT? Okay so you're a cop.... You get off work and go home to your family. The cartel knows about your family. How do you arrest one of them?

I'm not from Mexico, so excuse my possible ignorance or lack of understanding, damn.

The Cops aren't outgunned. Rather they are restricted by laws. The cartels doesn't follow laws, and operate with no restrictions, which makes it seem like the Mexican government is outgunned.

If the Mexican government was operating lawlessly like the cartel, the cartel would be a much much much smaller problem over, but then Mexico as a country would have even bigger problems with other nations around the world for operating lawlessly.

You are not wrong, and don't need someone from Mexico to confirm this. Its common sense. In the video, it shows cameras in ordinary/everyday sh*t.

Therefore, the Cartels know the comings and goings of where ever those cameras are. How hard do you think it would be to find out where cops/military personnel lives and either intimidate them or bribe them?

Unpopular opinion of the day here but I think the only way to get rid of the cartel is to either legalize the drugs they push or send in military action with help from the us.. from what I read they are also big in human trafficking something got to be done

Alot of them are working for the cartels. Cartels also hire alot of Mexican special forces to be their security.
My old roommate is from one of the most violent cities there, he won't go out at night.
