A small fan like that is like 40 W at most and a small-sized air conditioner can be as high as 8000 BTU (which is ~2000+ W)
Yep, the biggest spike in energy comes during "locked rotor amps", when you first cut on the A/C. The compressor needs a grip of juice to start rotation & that's when your amperage goes through the roof in turn driving up wattage, which the light company measures in order to charge you. Btw, props on the BTU's & DC voltage signal.....sorta
