I'm from NY but now live in ATL, the club scenes are similar in the sense that you non dress code enforced clubs, you have to go to the hood for those, dress code enforced clubs exist as well. The difference occurs when you are actually inside, up north the club is more of a grilling and who's the toughest in the place, majority of the clubs are like that, oh and yeah throw in the swordfest as well. In the A, it's simply a pool of women and party atmosphere. The only place I've ever been where dress is really enforced is LA, they straight line walk, pull you out, and tell you to go away that you not going in. NY or the A, depending on the dress code violation determines how much they increase your cover charge.
Example being, no hats, walk with a hat on, you either put it in the bin, and hope it's there later, go back to the car, or pay the extra, I've seen door covers in both cities go from $20 to $100 if you tryna' rock your hat in there. Same applies to plain tees. LA seems to have no tolerance though, the dress code is the dress code.
