Well this isn't oil spitting out (that we know of.) It's gas. As in it's not liquid form (like oil.)
What's causing it to spit out (theoretically) is said in the article, re-read it. In short, it's the heat during Mars' summer causing pressure from inside the planet, and the gas shoots out through the cracks in the surface of the planet, up out of the sand dunes.
