If that was a flag it's a shame, I would a.ssume at that point RG3 is considered a runner and it's fair game. I didn't see the play but it looks like a read option which makes RG3 a runner and not a QB so I'm wondering if they hit him with a driving the QB penalty.

that looked like a great form tackle to me but i am biased
rg3 was a runner and it would have been legal, they flagged him for the excessive slamming, he clearly lifts him off the ground just to drive him back into the ground.
But rg3 got up right away and clapped.
Now imagine if it was peyton manning, tom brady, aaron rodgers that someone hit like that... that person would have been ejected and suspended.
