but they would still have sh*tty odds of winning (if 1000 tickets bought)

WTF how? You guys are thinking about the odds in terms having the winning ticket out of all tickets sold (that's also a.ssuming that there will be a winning ticket), not guessing the right number out of the possible combinations. you could own every single ticket sold and still lose. That's the whole reason its at 640 Million in the first place. Millions upon millions of losing tickets sold over the past few weeks.
I'm sure 100,000,000 tickets were sold in the weeks running up to this Jackpot, All of which were losers.
The only other way is to play all 14,000,000 possible number combinations. And I highly doubt the Lotto board would allow someone to buy that many tickets, even if you had the money and figured out the logistics of doing so.
