it does somewhat and the proof is in my daily use of my galaxy nexus. the cpu allows for better mulitasking, when I have a bunch of things open. it sounds trivial but android 4.0 takes a lot of processing power to run normally and a lot more when a bunch things are open. that's why not all phones will update to android 4.0, just the ones that can handle it.
tegra works with developers to utilize there chips and they have there own store
they even have sonic 4 developed for quad core
the only way android will fully take advantage of dual/quad core phones is when they fix the problem with the market. developers dont make that much money and in turn arent going to invest to make powerful apps that take advantage of the processing power.
