Health Link is an electronic, web-based PHR that enables a patient to manage his or her personal medical information and history from anywhere there is an internet connection. Health Link, engineered to be interoperable with Microsoft HealthVault, Google Health and various electronic medical records systems, connects patients to personalized health education and provides online connectivity to caregivers and physicians.

As the global trade a.ssociation for the maritime medical sector, IMMA is the primary source for medical advice and health services on pre-employment medical examinations (PEME), which are required for all seafarers before embarking on any voyage, and provides guidance on the operation of doctors and hospitals in the major ports of call throughout the world. Its members provide this all important service to the world's ship owners, managers and cruise lines as well as port and terminal operators.

Scott R. Silverman, Chairman and CEO of PositiveID, said, "We believe this partnership with IMMA is a perfect example of how patient care can be improved and healthcare costs decreased using our Health Link PHR. By providing patients and physicians with access to health data anytime, anywhere, we can overcome many of the inefficiencies of healthcare today while maintaining patient privacy. We believe this relationship holds significant promise, both from a patient and financial perspective."

Michael van Hall, President of IMMA, welcomed the move as a major step ahead in the progression of solid medical treatment for the world's seafarers. Nearly 4 million to pay health insurance penalty by 2016

Nearly 4-million Americans will have to pay a penalty if they fail to get health insurance when that element of President Obama's healthcare overhaul law kicks in, according to congressional projections released Thursday.

The penalties will average a little more than $1,000 apiece in 2016, the Congressional Budget Office said in a report.

The vast majority of people paying the fine will be middle class, which would violate Obama's 2008 campaign pledge not to raise taxes on individuals making less than $200,000 a year and couples making less than $250,000.

Republicans have criticized the penalties, even though the idea for a mandate was originally proposed by Republicans in the 1990s and is part of the Massachusetts healthcare plan signed into law by then-Gov. Mitt Romney, a Republican, in 2006. Attorneys general in more than a dozen states are working to challenge the mandate in federal court as unconstitutional.

Democrats argue the mandate and the penalties are a necessary part of a massive overhaul designed to expand coverage to millions who now lack it. They point out that getting young, healthy Americans in the insurance pool will reduce costs for others.

Americans who don't get qualified health insurance will be required to pay penalties starting in 2014, unless they are exempt because of low-income status, religious beliefs, or because they are members of Native American tribes. The penalties will be fully phased in by 2016.

About 21 million residents who are not elderly will be uninsured in 2016, according to projections by the CBO and the Joint Committee on Taxation. Most of those people will be exempt from the penalties.

Under the new law, the penalties will be phased in starting in 2014. By 2016, those who must get insurance but don't will be fined $695 or 2.5% of their household income, whichever is greater.

After 2016, the penalties will be increased by annual cost-of-living adjustments. People will not be required to get coverage if the cheapest plan available costs more than 8% of their income.

The penalties will be collected by the Internal Revenue Service through tax returns. However, the IRS will not have the authority to bring criminal charges or file liens against those who don't pay.

About 3 million of those required to pay fines in 2016 will have incomes below $59,000 for individuals and $120,000 for families of four, according to the CBO projections. The other 900,000 people who must pay the fine will have higher incomes.

The government will collect about $4 billion a year in fines from 2017 through 2019, according to the report.

White House Chooses Cutter to Pitch Health Care

Stephanie Cutter, the Democratic communications strategist who spearheaded the White House effort last year to win Senate confirmation of Justice Sonia Sotomayor to the Supreme Court, is returning to the Obama administration to help sell the newly passed health care bill.

The White House announced Thursday that President Obama had named Ms. Cutter an “assistant to the president for special projects,’’ a newly created job in which she will advise Mr. Obama on “key presidential initiatives, including the communications and outreach of the landmark health insurance reform legislation.’’

Ms. Cutter, who will begin work May 1, is not expected to play a leading role in this year’s Supreme Court confirmation effort, a senior official said, adding that Ms. Cutter would “have her hands full with health care.”

Ms. Cutter has had a long career in Democratic politics, including stints as communications director for Senator Edward M. Kennedy and for John Kerry’s 2004 presidential campaign.

She was chief spokeswoman for the Obama-Biden transition team, served as Michelle Obama’s chief of staff in the 2008 campaign and as a spokeswoman for the Treasury Department in the first year of the president’s term. A graduate of Smith College and Georgetown law School, she also held several positions in the Clinton administration.
