Feds: Convicted mobster faces new extortion counts
PHILADELPHIA (WTXF) - Authorities say a local wiseguy is in trouble with the law again, this time for allegedly making and collecting extortionate loans and conspiracy.

An indictment unsealed Thursday accuses 56-year-old Philip "Phil" Narducci of being a member of La Cosa Nostra and making loans involving large amounts of money to a borrower.

When that borrower failed to make weekly interest payments, Narducci is accused of using violent threats and a*sault to force repayment, or instructing an a*sociate, 44-year-old James "Jimmy" Gallo, to allegedly make those threats and collect. The FBI, the Pennsylvania State Police, and the Pennsylvania Office of the Attorney General are investigating this case.

Several of the charges carry maximum penalties of 20 years in prison and $250,000 fines, the U.S. Attorney's Office for the Eastern District of Pennsylvania stated in a news release Thursday.

FOX 29 has learned that Narducci – who was part of the Nicky Scarfo mob in the '80s – was arrested Thursday morning at his home in South Jersey. Search warrants were executed there and in South Philly.

'Too many headaches' and not enough cash: Hamilton murder victim had turned down offer to join Mafia
Cece Luppino is the son of mobster Rocco Luppino, who, in turn, is the son of Giacomo Luppino — an important and powerful Mafia figure who died in 1987

HAMILTON, Ont. — The adult son of a man with long links to the Mafia was k*lled inside the home he shared with his parents in what police described as a targeted, “close-up” shooting. Cece Luppino, 43, had apparently rebuffed an offer to join another family as a made member of the Mafia, complaining “there are too many headaches” and not enough money from a life in the underworld, according to police records. Hamilton police detectives are weighing the family’s deep underworld ties in its investigation and whether the shooting could be linked to the recent murders of two other Mafia-linked men in the city. “It is something that we are alive to. I don’t know what the motive is but that’s certainly an avenue that we will keep open,” said Det.-Sgt. Peter Thom, who is leading the investigation. Luppino was last seen alive about 3:30 p.m. at his home at 56 Mountain Brow Blvd. by family members. About 5:55 p.m., police received a 911 call from a family member who had returned home and found him. Paramedics and police found a man “obviously deceased” inside, Thom said.

RI Mafia captain Edward 'Eddie' Lato released from prison
By: Tim White

PROVIDENCE, R.I. (WPRI) - After serving more than seven years behind bars for his role in a conspiracy case, New England Mafia capo Edward "Eddie" Lato is now out of prison.

Lato, 71, was released Wednesday from Fort Dix federal prison in New Jersey, and was brought to a halfway house in Pawtucket, the Target 12 Investigators have learned.

The longtime high-ranking member of the mob was given the stiffest sentence in a sweeping 2011 crackdown on organized crime. The bust scooped up nine members or a*sociates of the New England mob including former boss Luigi "Baby Shacks" Manocchio, former acting boss Anthony DiNunzio of East Boston, and others. Lato was sentenced to nine years after pleading guilty to racketeering conspiracy for taking part in a scheme to shake down strip clubs for protection money.

Lato's sentence was set to expire in July of this year, but Lato was eligible for release to home confinement or a halfway house on Jan. 25, according to information Target 12 obtained from the Federal Bureau of Prisons under a Freedom of Information Act request. Prison regulations require that Lato must find employment in order to qualify for a stay at a halfway house.

Lato's attorney, Mark Smith, said he had "no knowledge" of Lato's situation.

While serving his federal sentence, Lato made a brief appearance in a Rhode Island courtroom in 2014 to put a state case to bed. Lato along with mobsters Frank "Bobo" Marrapese, Alfred "Chippy" Scivola and nearly two dozen others were arrested in a state police sting into illegal sports betting. Prosecutors said the ring was run by Vincent "Tootsie" Tallo.

Lato pleaded guilty to his role in the operation in November 2014 and was given a 10-year suspended sentence and 10 years of probation. Lato will also be on three years of probation on the federal case.

In the federal case that handed Lato is longest ever prison sentence, former mob capo regime Robert "Bobby" DeLuca wore a wire for the FBI against his fellow mobster in the 2011 case. For his cooperation, DeLuca served one day in prison for his role in the extortion scheme.

DeLuca and his brother, Joseph DeLuca, were star witnesses in last year's trial in Boston of former mob boss Francis "Cadillac Frank" Salemme, who was found guilty of taking part in the 1993 murder of Boston nightclub owner and Providence native Steven DiSarro.

In a letter written to the judge in the Boston case, DeLuca denounced the mob and said he had found religion before getting arrested for lying to federal investigators in the DiSarro case. He is now serving 5 years after pleading guilty in that case.

DeLuca has also pleaded guilty for taking part in the murder of mob hitman Kevin Hanrahan on Federal Hill in 1992. DeLuca said he took part in the planning of the hit, but the actual triggerman has never been caught.

Lato has been identified as a suspect in the Hanrahan murder, but has not been charged.

his name was all over the place during the salemme trial...........

Buffalo mob connection? Search extends into WNY to find k*ller from Canada
CBC: Police say k*lling was targeted and connected to a crime family that has ties to Buffalo

BUFFALO, N.Y. — The Buffalo Police Department put out a surveillance picture of a suspected k*ller in Hamilton, Ontario, on Thursday in hopes of finding out who he is.

That man is suspected of shooting to death Cece Luppino on January 30 at the home of his father, Rocco. The CBC reports Rocco Luppino was convicted of extortion in 1979, and his family is connected with crimes extending into Buffalo. The suspect can be seen in surveillance video walking up the driveway and reaching into his jacket, possibly for a gun.

"This was a targeted event," said Detective Sergeant Peter Thom of the Hamilton Police Service, "one of the theories we are following is that Cece the murder of Cece Luppino was a message being sent to someone else."

Investigators tell us Cece, who had no criminal record was not directly involved in the mafia.

In fact, police say he was heard on a wiretap saying he didn't want to join the mob.

"We have no other information to suggest that he had any issues with anyone which would lead us to believe the main theory would be that someone was hired to k*ll him," Thom said.

Hamilton police say they believe there is a power struggle going on right now in that city and in Toronto, with multiple mob hits.

Buffalo Police and the U.S. Marshals Service say they're not involved in this investigation.

FBI was asked to share pictures of the suspect and couldn't confirm or deny any involvement.

If you have any information, call Hamilton, Ontario Police Detective Doug Jonovich at 905-546-4863.

Ontario police ask for help across the border in finding hit man
By Maki Becker|Published February 14, 2019|Updated February 14, 2019

Two weeks after Cece Luppino was gunned down at his father's home in Hamilton, Ont., police there are reaching across the border for help identifying the hit man who k*lled him.

Cece Luppino, 43, "came from a family with a long history of traditional organized crime in Hamilton, starting with his grandfather the late Giacomo Luppino – the original family mob boss," the Toronto Star reported.

Cece’s father, Rocco, "is one of Giacomo’s sons who is alleged in court documents to be a 'made' member of the mafia family," the Star said.

However, Cece Luppino rejected being "made" himself and had no criminal record, according to police transcripts published by the Hamilton Spectator.

His cousin, Domenico Violi, was sentenced late last year in U.S. court to eight years in prison in a drug trafficking case that included allegations of organized crime involvement in Buffalo. In wiretap conversations made public as part of the case, Violi, 52, of Hamilton made claims he is the new second-in-charge of what he described as the Buffalo Mafia and the first Canadian to serve in a leadership position in a U.S.-based Mafia family. Hamilton police say Cece Luppino was shot and k*lled at about 3:10 p.m. on Jan. 30.

Investigators in Canada described his k*ller as "male, black, average or athletic build, wearing a black waist-length winter coat, black pants, black boots, black toque and grey shirt."

Surveillance video footage showed Luppino arriving home and several minutes later, the suspect appeared on the a sidewalk on Rendell Boulevard.

"He is observed milling around for a short period before walking through the neighbouring property at 52 Mountain Brow Blvd., and into the victim’s open garage," Hamilton police said in a statement. The gunman is then seen fleeing.

Police don't know if the shooter was acting alone or had an accomplice. They said a dark, four-door sedan was seen in the area but have not confirmed it was the getaway car.

On Thursday, police asked Buffalo police and other area agencies to publicize photos of the hit man.

@ after doing a little research according to dominick cicale(so who knows if its true) he was sent to Canada twice after George From Canada's murder, I can't remember the first reason but there were six people from Ontario there(including Vito) and he was told they were all equal and making people which obviously confused him lol. cicale goes back to Basciano who sends him back up to offer Vito the capo position of the Ontario crew which he turned down and suggested that the spot should go to his dad which he accepts. Massino flips, Basciano goes to jail and appoints Montagna as boss and he's immediately told by Nick Sr to go fu*k himself cuz him and Vinny were both appointed by a rat.......... then shortly after Montagna is deported to Canada and the rest is history............

Im also 99% sure now that Vito wasn't making non Italians(very possible he was only making Sicilians)

and what I read was very cryptic but apparently Ontario(Rizzuto/Mustitano/ect) had two brothers who were hiding in Mexico hit using a Cartel............

Vito's alive yo............
