Hiring off-duty cops is done in a lot of other places.
During Christmas, stores will hire cops during business hours. Apartments hire cops during nighttime hours.
Gas station security is interesting, but not shocking.

How it worked in the department I worked in, the business owner would go to the police station, ask to hire x number of cops for security. Larger security events would require a sergeant to be hired (like a concert or county fair). Then, the off-duty jobs would get posted and cops could apply for them. First come, first serve. After you work the job, you submit a form to your sergeant, and you get paid in your next paycheck after that..
