For the fifth year in a row, the Brady Campaign has issued a 100-point scorecard ranking all 50 states on the basis of laws that can reduce gun violence, such as background checks on all gun sales, permit-to-purchase requirements and limiting handgun purchases to one a month.

Their report ranks states for laws that were enacted by the end of 2011.

The Brady Campaign is the nation's largest citizens' lobby to prevent gun violence.

Here is the top 10 list of the states with the strictest gun laws.

The state constitutional provisions and other state laws are quoted from NRA-ILA.

10 Pennsylvania

The state legislature has preempted the field of firearm regulation. No county, municipality or township may in any manner regulate the lawful ownership, possession or transportation of firearms, ammunition or ammunition components when carried or transported for purposes not prohibited by the laws of the Commonwealth.

State Constitutional Provision: “The right of the citizens to bear arms in defense of themselves and the State shall not be questioned.”
Article 1, Section 21.

9 Illinois

Illinois policy says a buyer is required to show his Firearms Owner’s Identification Card (FOID) when purchasing any firearms or ammunition. Any seller is required to withhold delivery of any handgun for 72 hours, and of any rifle or shotgun for 24 hours, after the buyer and seller reach an agreement to purchase a firearm.

State Constitutional Provision: “Subject only to the police power, the right of the individual citizen to keep and bear arms shall not be infringed.”

8 Rhode Island

6 Hawaii

1 California

Brady Campaign score: 81

The state known for the strictest gun laws is California.

In California, all firearms sales, transfers, including private transactions and sales at gun shows, must go through a California licensed firearms dealer.

California also has no provision in its state constitution that explicitly guarantees an individual the right to keep and bear arms.

The goal is to keep the stupid, stupid. His only knowledge of issues in America comes from what he sees on Fox News from 6pm to 11pm, and Alex Jones weekly updates. The people hes learning from purposely misconstrue the facts or half represent them to illicit an ignorant, irrational response.

I say dont listen to the news. Go outside, go to rallies, go to protests and marches....actually lay eyes on the people in your community and hear their fears and challenges.

I've equally been to Democrat and Republican rallies since I became aware. I've been to protests by immigrants, blacks, whites, and so on. Not to express and opinion, but to see what I'm dealing with.

And 1 thing you learn is people on both sides of the aisle, of all races/color/creeds are being purposely mislead.

Think about it. They're so ignorant that even when you present them with facts, stats, numbers, and well sourced documented proof all they can do is tell fake news with no proof of it being so.

He claims to be a patriot, and they claim to be for the people.


The NRA makes up a small percentage of gun owners but their checkbooks are so strong that they're able to deny what a strong majority of 63 percent of people wanted.

How are you a patriot whe. You support the agenda of a privileged few over the will of the people? George Washington, Thomas Jefferson and alot of those supposed founding fathers would look at these people as treasonous.

They are so controlled that they lay down for the agenda of the most privileged, while sacrificing the f!ght of their own communities.

Ok, I'll take your word for it. Regardless, we shouldn't deflect that Cali is #1 and this happened there. I'm not a fan of the NRA believe me. This can't be stopped so lets make rational changes and not just say "No More Guns" the minute that something like this happens. Trust the process.

They stoke your fears of guns being taken and raise the prices on them. You run out and buy them in fear and nothing happens

Meanwhile Americans are dying. Do you know how many millions of kids have been sent to the ER alone off guns? That the number of people murdered domestically over the last 120 years by firearms outnumber the sum of Americans who have died in wars throughout this countries ENTIRE history?

The stats you ignore prove guns havent done sh*t to protect the people, only murder them.

It's not hate actually. It's just the truth

Things in America adversely affecting it's people have only improved when generations refusing to change have died off. Race relations only began to improve in this country when those who fought to continue the hate, started to die off.

That's just fact. If you really want improvements of any real significance to occur then those halting growth have to be taken off the board.

Look at Robet E Lee.

He fought to keep people enslaved.

Now his descendants say his ideals were disgraceful and they've used finances generated by him and their other ancestors to combat racism in the South, pay for the removal of monuments erected in the name of a divided and enslaved America, and they've donated to schools and programs.promoting equality and diversity.

Common sense gun laws. I am not against removing some semi auto rifles.
I never said Obama was takin guns.

How many of those were criminals who were k!lled in action? Guns are used by criminals theres no way around it. How are kids getting their hand on guns? Thats an adult problem. Keep the guns away from the kids or teach them about guns. Its very simple while I do understand accidents happen.

Guns definitely wont protect the law abiding citizen in a situation where ONLY the criminal has them and thats exactly what will happen if you totally remove guns.

This is a very difficult, gray issue.
But the majority of guns used in these mass murders are obtained legally by people suffering from mental illness.

My wife is a therapist and director at one of the largest mental health facilities in the south.

Do you know that 95% of those suffering from PTSD that they treat daily are police officers and military servicemen like this guy who all have access to weapons?

And that 85% of those diagnosed with violet behavior are legal gun owners and abusers of legal drugs(opiates).

You have a great point. But you support an administration that has made the pathway to legal gun ownership by the mentally ill easier.

At a time when mental health rates are the highest they've ever been, and legal drug abuse is at a higher rate than it's ever been....how do you support candidates who completely ignore an issue that's adversely affecting Americans of ALL ages in such a violent manner?

The real solution starts with people like you demanding those you empower on political platforms to get behind what you're actually....behind?

This isnt a left and right issue, it's simply an issue. And anyone supporting or installing politicians who accept checks from organizations like the NRA over the well being of the people simply arent for you.

The change starts with you.

I suggest you speak with medical professionals who treat things like mental illness on matters like this. Some 70 year old politician ain't having to deal with those who carry out these heinous acts, or counseling the victims/survivors/or families of those who have to love through it.

Until you've done that you have no idea. Because as a gun owner my eyes were opened to a point of no return.

Do you realize how many of their patients threaten to come shoot them all to death....complete the amount of days of treatment their insurance companies fought against paying for...

Only to be released to their homes where their stockpile of guns are waiting on them?

My wife is a therapist and director at one of the largest mental health facilities in the south.

Do you know that 95% of those suffering from PTSD that they treat daily are police officers and military servicemen like this guy who all have access to weapons?

And that 85% of those diagnosed with violet behavior are legal gun owners and abusers of legal drugs(opiates).

You have a great point. But you support an administration that has made the pathway to legal gun ownership by the mentally ill easier.

I voted for Gary Johnson in '16 so I dont think I support gun violence. There is a very good chance I vote for Trump in '20. If he eliminates bump stock then that is a small step in the right direction. The Dems have the House so lets see if they can make any changes. I am against mentally ill getting guns but I am very, very Pro Freedom. I do not like taking freedoms from Americans but I understand that it needs to be made more difficult for these men to get guns.
