The President isn't Congress. Presidents cant do sh*t concerning money within the country. The President has more ability to do things involving foreign countries, especially after Kennedy created USAID in 1961. Presidents really can't do much that matters in America though. Congress matters so much more, they actually make laws and have control over many things concerning money, taxes and all kinds of important sh*t. Yet and still people obsess over Presidents, and it seems the reason why is because not many Americans understand even the basics of how the American government works.

The money ends up going to companies and friends that helped fund or support the Biden campaign. The poor countries never see any of it. If they're lucky, they might see some final product or service of the company. Economic hitman 101. Recently a Soros backed entity received a couple million from the Biden admin. That same entity just sued Desantis for flying illegals to Martha's Vineyard. The point is, the money didn't go to poor people, just lawyers of friends.
