They definitely are but there is like no food over there right now north Korea has been doing worse than usual they might not want to go back most of these guys have never even seen what it's like outside of their country. And if they don't do so good on the battlefield they will probably be scared of being executed. this is the main reason i dont think north korea would send troops. because they know it would be an international embarrassment when everyone sees all the deserters/defectors.

north korea literally hunts and k*lls (like sends out entire trained a*sassin units to eliminate) high profile people that escaped to other countries just to use it as a fear tactic to discourage other citizens from running away.
