Sandy is the former acting director of the Office of Management and Budget (OMB).

He left that post in February 2017. Which makes it interesting that his signature was on the paperwork about withholding funds from Ukraine in 2019.

Sandy is currently a director in the NSP which oversees a lot of the National Security apparatuses in the government from Homeland Security and ICE.

Corruption, or whatever the excuse is now for withholding the funds from Ukraine, isn't really a part of his job.

Mike Duffey. The guy whose signature appeared on the paperwork after Sandy's is a longtime DoD employee. Going back to George W Bush's presidency. He was there under Obama as well. But, left in 2015. He was brought back by trump and was one of the first people in trump's administration. Started working on inauguration day.

Also, was the former Director of the Wisconsin Republican Party. So, there is no illusion to what his political leanings are.

Duffey has already been called to testify and refused.

If only these first hand witnesses would come forward. So, we would know why the funding was withheld.
